CLASSIFICATION OF VEHICLES FOR TAX PURPOSES (MRA)

Imported motor vehicles are classified into two broad categories for duty purposes.
There are goods carrying vehicles and passenger vehicles.

1. Goods carrying vehicles

Goods carrying vehicles are classified in the Customs Tariff Book based on Gross Vehicle Weight (GVW) and year of make but not engine capacity. Each GVW attracts different rates of duty.

For example, goods carrying vehicles exceeding 10 tonnes but not exceeding 15 tonnes which have been used for a period not exceeding 15 years attract 10% import duty, 5% import excise and 16.5 % VAT.

2. Passenger carrying vehicles

Passenger carrying vehicles are further subdivided into two categories:

  • Carry less than ten passengers such as saloons and station wagons
  • Carry more than ten passengers like minibuses and buses

Passenger carrying motor vehicles which carry 10 or more persons, including the driver, are classified based on seating capacity and the year of make/manufacture of the vehicle.

For example new passenger carrying motor vehicles with a seating capacity of 10 and not more than 11 persons including the driver attract the following rates in the Customs Tariff Book : 25% Import Duty, 55% Import Excise and 16.5% Import VAT.

IMPORTS BY NGOs AND RELIGIOUS INSTITUTIONS

Certain types of goods when imported directly by registered Non Governmental Organisations (NGOs), and Religious institutions are allowed duty free entry or at reduced duty rates. This is possible through the use of various Customs Procedure Codes (CPCs) which specify the types of goods under a particular CPC.

Under this CPC NGOs are allowed to import, at concessionary duty rates of 10% import duty and 16.5% VAT, two goods carrying motor vehicles of tariff heading 87.04 in every five years.

Under this CPC NGOs are allowed to import, at concessionary duty rate of 10% import duty and 16.5% VAT, one passenger carrying motor vehicle of tariff heading 87.02 in every five years.

CPC 4000.422/4071.422
Under this CPC, Churches/religious institutions are allowed duty free importation or duty free clearance from bonded warehouses the following;
Lorries, vans and pickups specifically acquired for church use; subject to such conditions as deemed necessary by the Commissioner General attracts only Import VAT of 16.5%.
